Hi Paul:

Both fables are probably true to some extent.  If you want to 
comprehend which fable is more true in practice in a specific
social formation, then I think you'd want to examine the
empirical evidence on barriers to entry and exit.  One would
have to, in other words, examine the extent to which in a 
particular capitalist social formation there is an immobility of 
labor power and  means of production.  As a concrete empirical 
question, you would have to try to separate out causes specific
to a particular social formation (e.g. state immigration policy)
from more general barriers.
