I think this is very interesting point. However it is necessary more development
on this subject. My own work found that wage differences between countries
depends on:

productivities and  exploitation rates

Mandel is very confusing on this issues: he asserted that wage differences can not be explained by difference in productivity. Hence this quote is contradictory with his explanation of wage differences.
