The Venezuelan petroleum economist Bernard Mommer develops 
a theory of oil rent quite different to Cyrus'.  Some of the later 
sections of the paper discuss the (nominally?) nationalized 
Venezuelan oil company and its relationships to the Chavez 
regime.
