  Because those political measures are bourgeois in nature. They have nothing to do with radical transformation of the existing inequal division of labour which perpetuates the lowly position of 'dalits'.
  I may suggest you to read the entire text of Ranganayakamma's critique as well an appendix in which she criticised one of the important self-styled 'dalit' theoretician named Chandra Bhan Prasad. But the best guide for understanding the caste question is her article 'Marx on Caste' which is available in the website www.ranganayakamma.org
