Two cents' worth: Fidel said something along these lines in response to my presentation of the C&C planning arguments in Havana in 2003. He said there was a debate over the course of economic development in the early years of Cuban socialism: some argued that something akin to the NEP was needed, while Che argued for direct economic calculation in the context of planning. Hearing this via translation I was not able to pick up the finer points. Allin.
