Herewith goes a conference from the leading figure of the so called Latin American School of Strategic Planning (Escuela Latinoamericana de Planificación Estratégica), Carlos Matus, near before his death in 1998. As you might know, this kind of planning is different from the Marxist planning and aims to be a support for the government’s action in a mixed economy. So that it assumes that planning is embeded in a market economy.
