University of Glasgow has a long tradition in studying socialist economies and Economics. Some of the more prestigious sovietologists worked or currently work there.

Why not encouraging her/him to apply there?

a) the empirical details of the soviet economy of the 1980s through the 
period of counter-revolution
b) the economics of socialism
