And? Identity thefts or mistakes are not plausible? What are you suggesting?

The question is: are you advancing or implying a competing explanation 
on the basis of this or just a careful skepticism that more information 
is probably withheld by the US government? I advocate the latter. It is 
just useless to speculate on fantastic explanations if one lacks 
fantastic evidence.

For the rest, requires some historical sense of the rise of
