The Soviet Union existed only from 1922 (constitutionalized in 1924), before that time it was a federation of Soviet socialist republics (inaugurated 1917 and constitutionalized in 1918). The argument for the union was partly political and geopolitical (it gave the CPSU centralised power and blocked the possibility of secessionary movements, particularly in strategic border areas) and partly economic (the exchange of resources of all the republics were thought indispensable to build socialism). In combination, it was thought the creation of a unitary infrastructure would bind the republics together, insofar as they became dependent on each other.
