Typically, these initiatives have gathered momentum in periods of economic upheaval; witness the spread of scrip money during the interbellum in Europe and the Great Depression in the United States (Kennedy 1995; Offe and Heinze 1992; Galbraith 1975; Keynes 1936). Typically also, these monies cease to exist when the mainstream economy recovers or are quashed when they begin to threaten the primacy of the national authority. In the last two decades, there has been a remarkable resurgence of non-state monetary systems. Known, amongst other names, as community currency systems, moneda sociale, local exchange systems, or monnaies parallèles, this diverse range of initiatives have several characteristics in common: they are all interest-free monies created by a non-state, not-for-profit actor.
