Well it is of course possible that Baduel has stolen money, but it is
also possible that he is a political opponent of the government against
whom a charge has fabricated for ulterior purposes. If charges are
brought indifferently against opponents and supporters of the
government, then one might lean to the former interpretation. If charges
concentrate on opponents one might lean to the latter.
