The availability of labour power assumes the *mobility* of labour. This question has tobe placed in the context of the restriction of mobility by nation states and that in turn requires the analysis of the state-form and its dialectical relation to the capital-form ... and the world market ... ... and that is well beyond the scope of analysis of _Capital_. Obviously, also thereis a historical dimension to this issue since the overcoming of restrictions on theavailability of labour power led to many colonial policies, including state-sponsoredmigration and the re-introduction of slavery.
