In relation with the precisions about  equipment available in this decade, I 
remember using a Lear Siegler terminal model ADM capable to connect by 
standard telephone lines to online databases in Palo Alto - California - 
from Spain, at a speed of 300 bauds, in 1977.
Equally available were point to point terminals at a speed of 2400 bauds to 
connect ther ESA databases in Frascati (Italy) from all European ESA 
members, as early as 1973.
Equipment were not graphical but capable of receiving textual information.
