To begin with, scale of what? You seem to be saying population. Or do you mean geography? Or both?
 
Indonesia - to take one of many examples - has a huge population and is also quite large geographically (and rugged, and isolated in parts - which complicate the question of control), but they were - and are - a neo-colony, imo. Of whom, you might ask? Well, a number of nations have a share. To be a neo-colony, that nation doesn't have to be under the exclusive control of _one_ imperialist nation. That's one of the differences between colonialism and neo-colonialism.
