On balance, is there any reason to suppose that workers' savings will on
balance be significantly
greater than workers' indebtedness?

I think you are right that often workers have negative net savings, but this varies accross countries and historical time periods. As I understand it, in Japan and China workers savings have been higher than in the USA, but I can not cite up to date figures on this.
