That's why it's misleading to refer to the 'interest rate'. Actually, there are many interest rates.
They tend to move in the same direction but there are sometimes asymmetries.
Insofar as monetary policy are concerned, central banks can lower the discount rate but it
would be a bold assumption indeed to infer that this will cause private banks to lower all interest
rates.
