That is why the substance of value is to be distinguished from value itself.
The one is labor, the other is value (congealed labor). Some commodities can
have the value form without its content. Value form differs from value content.
A toy that resembles a car has also a car form, but has no content as a car because it cannot transport passengers. The "substance" does not mean every value form must have the content. The substance of the state is a sovereign power. Some states
have no sovereign power but are still called the state.
