Paul C:
Changes in the organic composition are determined by the
relative rates of growth of the capital stock and the workforce.
If the growth of the labour force is low, as it is in mature
capitalist countries with low birth rates, then any significant
net accumulation will raise the organic composition.

There is however, no necessity for there to be significant
net accumulation.
