Sorry - this is a reference to Milton Friedman's famous 1953 paper on
economic methodology, in which he likened a theory to a filing cabinet.

I don't really want to dispute the rest of your post, except to say that
much of what you describe I would see as being concerned with
'investigation' rather than systematic 'presentation. Of course, everybody
has their own methodological *procedures* for structuring investigation and
initiating presentation, and I have no wish to be prescriptive about this.
