[Since you want to focus this debate, and since I have limited time now
for responding, I am choosing to respond to this question].

Yes, within limits required for the reproduction of capitalist
social relations, depending on the level of working-class solidarity,
including solidarity of the unemployed with the employed. This would
presuppose a certain level of trade union organization and possibly a
history of trade union support for the struggles of the unemployed (since
the best way to get solidarity is to show solidarity).
