This might be the simplest way to get the journal afloat. Afterwards, as
we move along the "learning by doing" curve, we can decide whether to
alter direction, change policy, and/or expand.

The rest of Duncan's post makes some relatively concrete suggestions about
organization. What I think is needed at *this stage* is for:

a) volunteers who want to work on the journal to start communicating
as a sub-group off-list. (As Paul C suggested previously, you can
volunteer by sending me a message and I will then let all of the
volunteers know who else is in the sub-group so you can start
meeting.)

b) for that sub-group to try to work out a more detailed working
proposal that they can present to the entire list. I think,
though, that we can give them authority to select a site and
start working on the technical details concerning formatting, etc.

If someone objects to the above (a-b), then now is the time to speak.
Otherwise, let's move forward.
