We're not using the same Netscape version, but something like
the following might work: Under Edit, Preferences... go to the
item "Mail and Newsgroups", and under that go to "Messages". If
there's an item there that says "Wrap outgoing plain text
messages at <blank> characters", check it and put 72 (or a bit
less) into the number box.
