This assumes that all listmembers have access to the www. Unfortunately,
that is not the case.
Your suggestion works just fine if it's a matter of simply letting
listmembers know about the availability of a text. But, if one wants
feedback and discussion on the list, it would be better sent to the list
in un-encoded form, IMO.

PS: in un-encoded form, the file size is often substantially less -- an
added benefit.
