Although the sun exerts greater gravitational force on the earth than the moon does, it is the difference in force on the far and near sides that is important. Gravity is an inverse square law force (proportional to one over r squared). The sun is so far away, that 1/r2 is almost the same all the way across the earth and its oceans. The moon is much closer, so the change in 1/r2 is much greater.
