A study of the ownership, delvelopment, and use of natural resouces such as oil, gas, coal, water and timber and an exploration of the tension between development and conservation.  Coverage may include the management of resources on federal public lands, including hardrock mining, the leasing system for energy fuels, and protection of recreational and wilderness values.
