Well, yes. The US government has made much of this commitment: it was
articulated by the US ambassador to Bolivia after an unwelcome result
there. My use of the words "no doubt" implied some skepticism as to
the depth of this commitment. Incidentally, since the US government
labels Hamas  a "terrorist" organization and withdraws any
commitments, including those to international law, when dealing with
"terrorist" organizations, it is hardly surprising that it did not
honour its proclaimed commitment in that case.
