This was written by Marx in _The Eighteenth Brumaire of Louis
Bonaparte_.

In partial answer to your second question, I found the above by
doing a search of the writings of M&E at www.marxists.org
for "farce".  There were 54 matches.  One can see that Engels 
evidently also liked that saying since it was included in his 
letter to Marx dated 12/2/1851 (MECW Vol. 38, p. 503) --  the same
year that the '18th Brumaire' was published.
