I am looking for Engels' letter to Marx where he says someting like this: in the next future there is no revolutionary uprising in Europe to expect. Therefore, we should concentrate on theoretical work.

Marx himself made a similar point in an February 29, 1860 letter to Ferdinand 
Freiligrath:
 
".... since 1852 I had not been associated with *any* association and
was firmly convinced that my theoretical studies were of greater use
to the working class than my meddling with associations which had their
day on the Continent".
