was in the RSDLP programme ( based on Erfurt programme )

Hi Paul C and others:
I think that's consistent with the state (no pun intended) of German Social 
Democracy at the time - which was very 'state-centered'  both in its programme
for actions and in its vision of socialism.  When this (state-centered) perspective 
was first adopted by the SPD (and to what it extent it was influenced 
by Engels)  is another question.
