It was at the hight of its world popularity.

RE Chavez, I will say that, in my own union, I fought against changing our
limited terms of office (three terms of two years each). I lost narrowly.
Our President then enjoyed (literally) years as a kind of mini-demagogue.
I am not saying Chavez is a similar personality, but the 'democratic'
issues involved are not so clear to me as to some on this list who claim
that limited terms are undemocratic by nature.

One principle sometimes offered is that any constitutional change is not to
be of benefit of any CURRENT office holder -- which would argue that, on
principle, Chavez should not put himself up for re-election in 2013.
