Yes Jerry, they are free to organize themselves and compete in free elections, as well as to express their opinions without fear to retaliations. They are not in jail or kicked out of the country, when not condemned to a marginal and obscure life without the possibility of influencing public affairs. I just forgot that Cuba is the paradise of civil and political rights.
