That's (probably) true, but Paul C wasn't suggesting a consensus
model of decision-making as an alternative to an aristocratic
model. (It I understood him correctly) he was suggesting a model
of direct democracy where the members of the decision-making ('executive') bodies are randomly selected.  This (ironically, in 
relation  to your comment) would tend to work better in _larger_
(mass) organizations/bodies than small ones.
