Yes, anyone is "allowed" to post papers on OPE-L that s/he believes will
be of interest and relevance to subscribers. If papers are long (over
30K), please break-them up as listserv has a byte limit on individual
posts.
I also would be interested in hearing what Fred has to say on this subject
and I, of course, join Andrew in congradulating Fred on what sounds like
a very promising and exciting extended stay in Mexico.
It will take me a while to read the OPE-L posts for the last two weeks,
but you'll be hearing more from me shortly.
