In many ways it is still a very good program. There is a tension between direct democracy
and parliamentary democracy in it, but in terms of 

1) at least calling for direct democracy
2) calling for the arming of the people
3) its general theoretical introduction

it is way superior to the 'British Road to Socialism', which was the CP programme
in the UK from the early 1950s.

 Yes, Jerry is missing the point. The Erfurt Programme has two parts: Maximum (revolution) and Minimum (reform) Programme. The first part describes in a more general sense the long term aim(s). The Minimum programme has in turn two parts. First part has 10 aims to be implemented to improve the quality of social life in general - not just administration. The second part aims to improve work conditions of working classes. So it is not state centred at all.

That is not the issue here, it relates to election of judges which
was in the RSDLP programme ( based on Erfurt programme )

Hi Paul C and others:
I think that's consistent with the state (no pun intended) of German Social 
Democracy at the time - which was very 'state-centered'  both in its programme
for actions and in its vision of socialism.  When this (state-centered) 
perspective 
was first adopted by the SPD (and to what it extent it was influenced 
by Engels)  is another question.
